The Summary and Conclusions page(54) of Youngstown's JEDD proposal states the revenue "...will be used to lower income taxes on individuals working or living in the city." I could not find anything that supported economic development.
The City Youngstown has up to three times the employees Boardman has in its safety forces yet only a residential population twice that of Boardman. You would think they would trim some fat and "show us some improvements in their operations" before becoming pickpockets.
